Energy Company Obligations (ECO)

The ECO was introduced in January 2013 to reduce the UK’s energy consumption and support people living in fuel poverty.

ECO offers grants towards a broad range of energy saving measures either completely free or a contribution.

Primarily ECO Funding combats fuel poverty and upgrading hard to treat properties in both the public and private sector.


The installation costs of critical home improvements such as insulation and heating are reduced for eligible householders who qualify due to living conditions and personal circumstances (benefits, age and place of residence). ECO is divided into 3 strands;-

1)    Home Heating Cost Reduction Obligation (HHCRO)

The HHCRO obligation aims to provide heating and hot water saving measures and insulation to low-income and vulnerable households.

2)    Carbon Saving Communities Obligation (CSCO)

CSCO is designed to help insulate homes in targeted areas identified by the Department of Energy and Climate Change. These are specified as low income in rural areas.

3)    Carbon Emission Reduction Obligation (CERO)

CERO funding places a legal obligation on energy companies to help improve sustainability standards of properties. This strict dimension of CERO is designed to cover ‘hard-to-treat’ properties as solid wall or narrow cavity.
